RULES AND REGULATIONS
University Senate Rules, Administrative Regulations, and Governing Regulations provide the regulatory structure of the University of Kentucky. Information germane to faculty will be provided as it relates to each entity.
University Senate Rules
Scope and Authority of University Senate Rules
The University Senate Rules describe the composition, organization and authority of the University Senate and internal procedures for the conduct of its functions. These Rules further describe broad academic policies for the University and procedures for their implementation. In accordance with the policy established by the Board of Trustees in the Governing Regulations II.A, where applicable University Senate Rules refer to sources of authority in state law, in the Board of Trustees’ Minutes or Governing Regulations, or in the President’s Administrative Regulations. Senate Rule 7.0 is of particular importance to faculty.

Administrative Regulations
University regulations connect the university’s mission to individual conduct, clarify institutional expectations, support compliance with laws and regulation, mitigate institutional risk, and enhance productivity and efficiency in the university’s operations. University regulations are thoroughly reviewed, maintained, and made available to the University community to promote practicality, compliance, and accountability. All regulations shall be promulgated in accord with the standards, format, and procedures set forth in this regulation to achieve consistency, appropriateness, and ease of understanding of, ease of access to, and compliance with university policies. Administrative Regulations (AR) 2 and 3 are specifically relevant to faculty. Information regarding these regulations can be found below.
AR 2 (Faculty Academic Appointment) provides procedures and criteria that have been developed for the purpose of continually improving the quality and performance of the faculty in order to enhance the quality of the University's programs and permit the University to achieve its multiple missions.

(i) Voluntary Title Series-Criteria for academic ranks of voluntary faculty shall be approved by the Provost (see AR 2:9 at http://www.uky.edu/regs/files/ar/ar2-9.pdf Links to an external site.)
(j) Lecturer Series–Unit criteria and evidences, and procedures for appointment, reappointment, promotion, and merit review of Lecturers shall be established by those educational units that employ full-time Lecturer faculty and submitted to the dean of the college for approval. AR 2:11 provides information regarding Academic Area Advisory Committees. These committees provide the Provost and the President with a systematic and broad base of advice from faculty employees on matters of appointment, promotion, and tenure. The Provost shall seek the advice of an Academic Area Advisory Committee on matters involving appointment at the senior academic ranks, promotions, or the granting of tenure in accordance with the policies established in AR 2:1-1 and AR 2:1-2. AR 3 (University Employment) provides pertinent information related to employment of faculty and staff. In what follows, information will be provided about each regulation specific to this overarching AR.

AR 3:2 is specific to the Phased Retirement Program, which is designed to provide an opportunity for eligible full-time faculty and staff employees to make an orderly transition to retirement through part-time service. AR 3.6 establishes University policy on faculty assignment periods, interim assignments, and vacation leave. It also establishes the method for proration of salary and vacation leave for faculty whose employment terminates prior to the end of an assignment period or begins after the start of a fiscal year. AR 3.7 establishes faculty salary conversions related to changes in faculty assignment periods. In justifiable cases, a faculty employee's assignment period (nine-month, ten-month, eleven-month, or twelve-month) may be changed from one basis to another. Such a change in the faculty assignment period requires a corresponding change in the assignment period salary. AR 3.9 in conjunction with the Administrative Regulation on Disclosure (AR 3:16) is to enable University faculty employees to recognize situations in which their conduct may violate University policies on conflicts of interest or conflicts of commitment as articulated in the Governing Regulations (GR I.D.2.(i. & j.) and ensure that such situations are properly reviewed and resolved. AR 3:14 authorizes faculty practice plans for all University health science colleges, currently the Colleges of Dentistry, Health Sciences, Medicine, Nursing, Pharmacy, Public Health, and the University Health Services. AR 3:15 establishes the guidelines and procedures for search committees for chief administrative officers of educational units, as prescribed by the President after consultation with the Senate Council. Governing Regulations
This Governing Regulation (GR) summarizes the statutory authority granted to the University of Kentucky by the Kentucky Legislature and describes the colleges and programs that constitute the University. This Regulation establishes the University's "Vision, Mission, and Values" as adopted by the Board of Trustees. These Regulations also establishes the Board's policies on matters related to University such as diversity, shared governance, and use of University property and resources. GRs that are of particular importance to faculty can be found below:
GR VII defines the educational and administrative units and their composition within the University organization. This regulation outlines the authority, duties and expectations of each administrative officer within each unit. GR VIII describes the Board of Trustees' process for appointment of the President and outlines the composition of the joint search committee. It defines the criteria for faculty and staff positions that must be appointed by the Board of Trustees and those that may be appointed by the President, as well as those that must be reported to the Board of Trustees. It also provides the policies and procedures for acting appointments and search committees for the Provost and chief administrative officers of educational units, and establishes the terms for department chairs and directors. GR X establishes the policies regarding employment of faculty and staff employees at the University. This Regulation establishes the Board's policies on matters such as employment on the basis of merit, employment of relatives, intellectual property, retirement, group insurance, and disability. It also describes the various types of faculty appointments, probationary periods, terms of assignment, vacation leave and leaves of absence. GR XIV contains the University’s Ethical Principles and Code of Conduct. The Ethical Principles and Code of Conduct establish the University’s expectations for professional conduct for University members, including trustees, executive officers, faculty, staff, and other individuals employed by the University, those using University resources or facilities, and volunteers and representatives acting as agents of the University.
